JHOSC documents

This section contains all documents relevant to the South Tyneside and Sunderland Joint Health and Overview Scrutiny Committee (JHOSC).

NHS partners are mindful of their statutory duties to engage with health overview and scrutiny committees and elected members as this is how NHS organisations are locally democratically accountable. It’s particularly important when it comes to thinking about making big strategic changes to local health services in order to make improvements that the NHS works within local health overview and scrutiny arrangements.

Since April 2016, South Tyneside and Sunderland hospital trusts began a formal discussion with the two separate health overview and scrutiny committees around the formation of the partnership and subsequent Path to Excellence phase one programme.

The partnership then made a formal request to the local authorities that the formation of a joint overview committee should be considered under section 30 of the local authority health scrutiny guidance.

During phase one, the NHS regularly attended JHOSC to present information and respond to questions, comments and concerns.

Phase Two – JHOSC committee papers and information

Papers for JHOSC are sent by the Path to Excellent programme team in advance and are published by the two local authorities under their democratic committee structures.

In addition to formal committees, at the request of elected members, informal workshops with the NHS partners have been arranged to cover topics of specific interest to elected members around the Path to Excellence programme of work.
